Some commentators think they refer to heaven and indeed they could but since the New Jerusalem is refered to as the Bride of Christ it is best to understand the description to refer to the church. There were some in the Colossian church who advocated adding to the Gospel or substituting the Gospel and Paul makes it clear in these verses that we must not do that. He is the outline:
